About The Mbembesi Subcatchement Council

Mbembesi Subcatchment Council (MSCC) is a government institution created by the Water Act of 1998 (CAP 20:24) to manage both ground and surface water resources in the Mbembesi catchment.

Our office is located at stand no. 275 Mahamba ,Inyathi, Bubi RDC, serving as a point of contact for communities seeking to comply with water regulations, resolve disputes, or engage in sustainable water initiatives.

We are independent from ZINWA and local authorities, focusing on community-driven water resource management.

Register Your Water Source

Every water user within the Mbembesi Subcatchment area must register their source, whether it's a borehole, well, dam, or river abstraction. Registration helps us plan effectively and allocate water fairly.

Community Commitment

At MSCC, we go beyond administration. We actively invest in community upliftment projects, such as our recent borehole installation in Dollar Block. Our commitment is to ensure everyone has equitable access to safe water.

What is the Mbembesi Subcatchment Council (MSCC)?
The MSCC is a Government Institute established by the Water Act of 1998 (CAP 20:24). Our mandate is to manage both ground and surface water resources, including dams, rivers, wells, and boreholes, within the Mbembesi catchment. We work to promote stakeholder-driven water resource management. MSCC is not part of ZINWA or any local authority
Why should I pay for water?
Water is considered to be an economic good and the User Pays Principle is used as a consideration when you are made to pay for water. Not all water is paid for. Primary water use is free and this is defined by the Water Act, as water used for the following purposes;
a) Basic domestic human needs in or about the area of residential premises; or
b) For the support of animal life other than fish in fish farms or animals or poultry in feedlots;
c) For the making of bricks for the private use of the owner, lessee or occupier of the land concerned; or
d) For dip tanks;

Which areas are covered by the MSCC?
The MSCC covers the areas of Bubi, Lupane, Nkayi, Insiza, Ntabazinduna, and Umguza
Why do I need to register my water source with the MSCC?
Registering your water source is a legal requirement, as read with the Water Act of 1998, CAP 20:24. It enables the Subcatchment Council to execute its mandate of water resources monitoring, planning, and accountability, and to secure an allocation from the limited and highly committed surface and groundwater resources.
Who must register with the MSCC?
Everyone using water from boreholes, wells, dams, mine shafts, and rivers within the MSCC boundary must register. Additionally, anyone intending to drill a borehole/well or intending to develop a flow obstruction structure (e.g., dam, weirs) must register.
