About The Mbembesi Subcatchement Council
Mbembesi Subcatchment Council (MSCC) is a government institution created by the Water Act of 1998 (CAP 20:24) to manage both ground and surface water resources in the Mbembesi catchment.
We are independent from ZINWA and local authorities, focusing on community-driven water resource management.
Our office operates from the BRDC (Bubi Rural District Council) complex, serving as a point of contact for communities seeking to comply with water regulations, resolve disputes, or engage in sustainable water initiatives.

Water Allocation and Permits
We issue ground and surface water permits through the Mbembesi Subcatchment Council. Everyone using water from boreholes, wells, dams, mine shafts, and rivers within the MSCC boundary must register. Anyone intending to drill a borehole/well or develop a flow obstruction structure (e.g., dam, weirs) must also register.

Promoting Catchment Protection
We promote the protection of the Mbembesi catchment area. We also ensure that all stakeholders, including commercial farms, local authorities, hospitals, and schools, operate in an environmentally friendly manner to minimize water source pollution, in accordance with the EMA Act.

Monitoring Water Use and Compliance
We monitor water use within the subcatchment. MSCC is currently conducting a door-to-door mapping exercise and monitoring for compliance. Avoid Penalties: Official compliance visits regarding borehole registration are ongoing. It is mandatory to register your boreholes/water sources to avoid potential penalties.
DUTIES OF THE SUB CATCHMENT COUNCIL
- Regulate and supervise the exercise the rights to water users
- Monitor water flows and water use according to allocation.
- Ensure anyone charging waste into any river systems has the right to do so.
- Collect sub catchment rates, fees and levies
- Assist in data collection for national water outline plans.
- Charging a non complying water users an extra amount to ensure compliance .
